The Cherokees moved west of the Mississippi River before the Removal of 1838. During the French / Indian war, King George IV had asked the Cherokees to move west of the Mississippi River. In 1805, the federal government also asked the Cherokees to make the move west of the Mississippi River. In 1817, Presidents Jefferson, Adams, and Monroe signed a treaty to move west of the Mississippi into Arkansas. The treaty was ratified by Congress in 1819. After the Cherokees moved, a letter was written to Jefferson by the Indian agent wanting to know how to identity of the Cherokees. Jefferson wrote back that everyone west of the Mississippi at the time was Western Cherokee.
